Wahid ur Rehman Parra gave this amount to the terrorists to stop people from voting in the vote-held area of the National Conference by spreading terror through National Conference supporters by intimidating, threatening and targeting. According to NIA sources, in 2014, Parra, PDP leader Dr Mir Saifullah and Hizbul commander Dr Saifullah (who had been killed in an encounter with security forces) in a car from Star Hospital, which was being driven by Mohammad Ashraf, who works in the health department , Along with Malangpora, Avantipora was also visited. They all went to meet terrorist Riyaz Naiku.
In fact, Mehbooba Mufti had in 2014 asked Parra to contact PDP state secretary Dr Mir Saifullah to get support for Hasib Drabu. Dr. Mir Saifullah was the owner of the Multi Story Star Hospital in Srinagar, where most separatist leaders used to come for their treatment.
Also, the recently killed Hizbul chief commander, Dr. Saifullah, hid in Star Hospital for most of the time. Parra contacted Dr. Mir Saifullah and then Mir Saifullah activated Hizbul Commander Dr. Saifullah. Then Dr. Saifullah contacted Riaz Naiku. At that time Riaz Naiku was the Chief Operational Commander of Hizbul and Saifullah was working under him. On reaching Malangpora, Parra gave Rs 25 lakh to Riyaz Naiku for this work. Not only that, according to NIA sources, Parra had sent terrorists to Shopian three times from the border by going to Rajouri and Poonch in 2018. Apart from this, there are indications of NIA being the main conspirator in the case of picking up 6 AK series rifles from the house of PDP MLA Aijaz Ahmad Mir in 2018.
At the same time, Parra was accused of giving Rs 5 crore to Altafi Funtush, son-in-law of Geelani, former Hurriyat chairman near Pir Xu in September 2016. Then Hurriyat was collecting funds to strike and shut down in the valley after Burhan Wani was killed. The NIA is also investigating this.
The NIA has also come to know during the investigation that Parra had also helped in making passport for the wife and daughter of Hizbul’s number two leader Aamir Khan in Pakistan in 2018-19. Apart from this, Parra’s call details also reveal that he was in constant contact with Dawinder Singh and Hizbul terrorist Irfan Mir caught with him. The NIA also suspects that momentarily information was being shared with Davinder Singh Parra to secure Hizbul commander Naved Babu from one place to another. NIA has also received information about its relationship with its hawala operators in the investigation.
